24 July 2024 To avail export incentives or duty drawback for exporting goods from India to Nepal, you need to follow certain procedures and documentation requirements. Here’s a general outline of the process:

### Export Incentives and Duty Drawback in India:

1. **Types of Export Incentives**:
- **Duty Drawback**: It is a refund of duties paid on imported materials used in the manufacture of exported goods or refund of excise duty paid on domestically procured inputs.
- **Export Promotion Capital Goods (EPCG) Scheme**: Allows import of capital goods at concessional duty for enhancing export competitiveness.
- **Merchandise Exports from India Scheme (MEIS)**: Provides duty credit scrip as a percentage of the FOB (Free on Board) value of exports.
- **Service Exports from India Scheme (SEIS)**: Provides rewards to service exporters.

2. **Process to Apply for Duty Drawback**:
- **Customs Documentation**: Ensure that you have prepared and submitted all necessary customs documents at the time of export. This includes shipping bills, export invoices, packing lists, etc.
- **Application**: File a claim for duty drawback with the customs department using the prescribed forms (e.g., Drawback claim form).
- **Documentation**: You will need invoices, bills of entry, proof of export, and other supporting documents as required by customs.
- **Verification**: Customs authorities may verify the export and import documents to ascertain the amount of duty drawback eligible.

3. **Process to Apply for Export Incentives (MEIS/SEIS)**:
- **DGFT (Directorate General of Foreign Trade)**: For schemes like MEIS and SEIS, you need to apply online through the DGFT portal (https://dgft.gov.in/).
- **Application**: Fill out the required application form and submit it along with necessary documents such as shipping bills, bank certificates, and other supporting documents.
- **Verification and Approval**: The application is processed by DGFT. Upon verification and approval, duty credit scrips are issued which can be used for payment of customs duties or sold in the market.

4. **Special Considerations for Nepal**:
- **Customs Procedures**: Ensure compliance with customs procedures specific to exports to Nepal.
- **Bilateral Trade Agreements**: Check if there are any specific trade agreements or concessions between India and Nepal that may affect duties or incentives.

5. **Documentation Required**:
- **Shipping Bills**: Exporters need to submit shipping bills or bills of export.
- **Invoices**: Commercial invoices detailing the exported goods.
- **Proof of Export**: Evidence of export such as customs attested copy of the shipping bill.
- **Bank Realization Certificate (BRC)**: For MEIS and SEIS, you may need to submit BRCs from the bank.

6. **Where to Apply**:
- **Duty Drawback**: Apply with the customs department where the export goods were cleared.
- **MEIS/SEIS**: Apply online through the DGFT portal.

### Conclusion:

Ensure you follow all the procedural requirements and submit accurate documentation to facilitate a smooth processing of your export incentives or duty drawback claims. It’s advisable to consult with a customs broker or a trade consultant who can provide specific guidance tailored to your export transactions and the applicable export promotion schemes.
