05 January 2014 is esugam mandatory for sale to end user or consumer above 20k ?

05 January 2014 E-sugam is mandatory for the seller while dispatches the godds listed in the notification.But, while carrying the said goods the buyer may face problems when crossing a check post or a checking on the way.Otherwise a buyer has no use of e-sugam forms.He can account only a purchase invoice.....mjk
