26 August 2008 Should all PAN No Holders Efile return compulsorily in spite of their Taxable Income for AY 2008-09 less than 110000/=

It is Compulsory to file returns only when you Cross the 110000 Before any deductions

Also when TDS is been Deducted from him.. instead of getting refund
