this so because the shareholders dont have any right to increase the dividend. The power to recommend dividend lies with the directors. shareholders can only approve or reduce the proposed amount.

Doesnt matter. Increase is not possible. Anyways, if someone has 50% shareholding, he or she can easily get the directors to recommend higher dividend
