Yes, as per Rule 7A of Cenvat Credit Rules 2004, if excise duty has been paid on any inputs and capital goods as defined under the Rules, credit can be distributed by ISD to the premises from where services are being provided.

The provision of ISD is limited to distribute credit of input services(service tax) only.
Excise duty can be transfered by any office of the output service provider(not necessarily ISD)by raising an invoice on the other branch/units under the rule quoted by Mr. Chadha.
