28 April 2011 Which section disallows salary expenditure for non deduction of TDS on salary ? To whom all is such disallowance applicable?

28 April 2011 No Section disallows Salary Expenditure due to Non Deduction of Tax.
Same is allowed even if Tax has not been deducted from it.
