sir,i am commerce graduate with 60% of marks.sir just want to know that when will this rule will officially accepted,so that the graduates can directly apply for the ipcc level?

The amendment will be published officially during the December or January. After that, you may join ipcc and you can avail the apprenticeship training after you joined your ipcc. All the very best for your bright future.
