What are the basic points to be kept in mind while drafting general and special power of attorney. Is there any Specific format for drafting the same?

But why some power of attorney start with :
1.KNOW ALL PERSONS THAT we...............

and some with:

2.I,AB, residing at..................

I want to know is there is some specific reason behind all these.
