At the time of taking CST RC the dept will issue Form B certificate in which the dealer would have informed about the commodities dealt by him for resale, manufacture etc.,
Now the answer for your query: 1) Every dealer registered under CST Act is able to issue c form at the concessional rate for purchasing the materials from interstate. The only criteria is such materials should have been included the CST RC mentioned above. The product list can be amended any time to include new products.
2) Way bill is used for transporting the materials from one place to another place either as sale or purchase or transfer etc.,
3) E-sugam is electronic way bill prescribed by Karnataka Government for moving the materials or getting the materials from other state to karnataka, for specific commodities.

Got few more queries on this.
1)I have faced a sitvation were the dealers said that he wouldn't be able to issue the C form immediatety and would issued after 3 months, want to know is they any time specification that the dealer would get C form from govt (Say after filing retun).

Yes you are correct. Many States have implemented online c forms and such c forms are generated by the dealer and after approval by the department they shall issue the c form. So, for downloading the c forms after verification minimum 3 months required.
The dept will scrutinise the data furnished by the dealer whether the tin number of the party is correct, whether the purchase is uploaded by the purchasing dealer in the month of receipt etc., Therefore it takes time.
