a company registred with roc as pub ltd co with authrised cap 50,00,00,000 on 2.04.2008. MCA21 site showing no paid up capital till 30.11.09. is it possible as per com law? It is non listed company

Authorised capital is different from paid up capital MCA 21 site will only show what is submitted/ filed with it by u.
