One of my friend is having march month salary less than his tax liability(TDS), so can we pay the balance through chalan no 281 and also kindly tell me what is the procedure we have to follow

If salary is less than tax liability you have to give advance and recover tax , it is manadatory in the part of employer to deduct tds on salary
