18 May 2009 WHAT ARE THE CONSEQUENCES OF NOT SUBMITTING THE CERTIFICATE U/S 195 AT THE TIME OF PAYMENT?

There is a case where the banker has processed the payment without the certificate. what would be the consequence for the assessee?
