Can service tax amount paid by the service receipient under the reverse charge mechanism through VCES can be claimed as CENVAT credit?

yes after received form VCES 3

yes he claim the reverse charge. if this services is used for his production process.
like on housekeeping charges reverse charges cannot claimable.
