If we surrender the Central excise no., the Cenvat Credit outstanding in our account can be refunded..???

26 July 2013 Rule 5 of Cenvat Credit Rules do not prohibit refund of cenvat credit by way of cash.

Due to closure and surrender,as decided in Union of India V. Slovak Indian Trading Co. Pvt. Ltd., this is possible, in my opinion.
