If a service provider is engaged only in loading and unloading of cement bags for any company, under which category of service, service provider will fall?

Provider is an individual, he is engaging labourers for loading and unloading purpose.

Before going to the classification (name of the service) pl let me whether he is earning a commission of more than 10 lacs in a year, after paying coolie( charges) to the labourers engaged?
Then only he is covered under Manpower recruiting agency service.
