sir i have a plot of land of 3600 sq.mt. and its value around 1,00,00,000. I purchase it at rs. 20000 in 1990.i want to gift it to my two brothers can i libal to pay capital gain tax on it If i am not received any consideration from them.

You are not liable to capital gain tax as brothers are receiving gift from a relative, i.e. from you.
