My Client Has service provider.he purchase material after paying vat.he is also not avail vat refund . his taxable purchase amt. rs. 14,00,000/-. whether he cancel cretificate voluntary or not in order to avoid compliance of mvat act.

The question is not at all clear. Your cleint is a service provider it means he has to pay service tax after obtaining Service tax RC. In your case you are saying about VAT charging and vat refunding. Which certificate you want to cancel. The question of cancellation arises when you want to close the business.
