One of my freind not submit his TDS reurn on quarterly basis for last year. Can he submit one consolidate return for the last year as a whole instead of filing quarterly return for last year.

Not possible. TDS return is necessary to file quarterly. if you are asking about last year then you have to give penalty for not submitting return also
