Are the Edu cess & higher Edu cess to be included in the rate of TDS while deducting TDS except on salary ?
i.e. on rate of 2 % whether 3 % on it to be counted or not ?

in case of tds on salary u/s 192 then this needs to be considered. In all other cases this the rate of tds will be excluding education cess.
