sir, I joined for articled training and bought the stamp paper on 5-3-2013, but I cannot register for article-ship till now(8-4-2013). heard that register for article-ship within 30 days of joining training. Whether can I use the same stamp paper dated 5-3-2013 for my article registration? Can I get my training period from 5-3-2013? Is there any fine for this delay?

No need to purchase new Stamp paper. You can use such old one. There is no restruction to stamp paper date to start articleship. The only condition is the agreement should be made by the Employer and student for the articleship training is on or after the date of stamp. So you shall use such stamp paper. And the condition of 30 days is related to "the form 103 should be submit to the ICAI for registration of articleship with in 30 days from the date of commencement of articleship" for with out paying any penalty for late submission or not showing any evidence of stipend paid etc... it not related to the stamp paper date.
So don't go confusion and don't be fear about that your stamp paper will be valid and there is no such condition to use stamp paper with in 30 days. Requiring stamp paper is to give the legal charge to the articleship terms and conditions not for the effect of articleship commencement.
Like while you make any agreement regarding partnership deed or sale/purchase of property how you agree the terms and conditions on stamp paper(because of to get the legal validity) thus for articleship also required stamp paper/stamp. So date of stamp/stamp paper will not related to the commencement of articleship etc...
Registration of articleship means submission of form 103 so with out making agreement on form 102 you can't fill and submit form 103. So date of making of agreement on form 102 is should be on or before date to the filling date of form 103.
In one word and simple date of stamping or stamp paper not related to the commencement of articleship etc...So your stamp paper on 5/3/2013 is valid and you can use it for registration of your articleship commencing from 8-4-2013.
Still if you have any doubt and fear regarding this then why you to go worry if you have any doubt then just purchase a new stamp paper it will cost of Rs. 100/- only for this purpose you need not to go worry regards this and wasting of time.

Now comes to the your case with examples based on the facts of you.
Your stamping/stamp paper date is 5/3/2013 and commencement of articleship is 8/4/2013.
Stamp paper doesn't have any validity so you can use it for the articleship agreement which is commencing from 8/4/2013.
Thus you have to submit your form 103 to the ICAI for registration of your articleship on or before 7/5/2013 with out paying any late submission fee or etc... and form 102 has been agree by you and your employer i.e making sign on form 102 by you and employer shall be on or before to the date of sign on form 103 i.e form 103 date.
Thus assuming if you fill form 103 on 10-4-2013 then form 102 should be sign by you and your employer is on or before 10-4-2013. Assume form 102 is sign by both of you and your employer is on 9-4-2013 then your stamp paper or stamping date should be on or before 9-4-2013. so make the stamping on 5/3/2013 i.e before to the sign date on form 102 so it is valid.
Still you feeling fear and worry and doubt about it then don't go for any other thought just go for purchase of new stamp paper with latest date it will worth Rs.100/- for this not required any other discussion and worry etc....
