The excise duty will be paid from both unit on transaction value of the goods.

Goods is not being sell we have trf
The goods from one unit to another unit just to finalized the goods it is simply job work nature

You can send the goods for jobwork without payment of duty under jobwork challan 57F4 for further processing.
