02 December 2010 is excise duty applicable on scrap sales. how and when the duty is chageable. if possible give the answer with an example.

04 December 2010 If scrap has been generated during course of manufacture of excisable goods, duty is payable. Normal rate is 10.3%.

I want to know another thing: if loabor charges (which is optional to customer) are collected on such sales, then whether ED is chargeable on such labor chrge also.
