Is it compulsory for a company to file annual return relating to share capital every year even if there was no change in share capital structure. If yes what is the form to be filled.

Every year within 60days from the date of agm you have to file annual return. Form 20B downloaded from the mca website has to be filled get it certified from CA/CWA/CS in practice and then upload the same.
