we had taken professional services in outside india from non resident consultent.he has no place of business or business connection in india
pls advice whether tds is deductable b coz effect is retrospective.

Yes the amendment is retrospective that too from 1976. However the same has not been formulated into an Act. So till today the old rules apply though the amendment will be retrospective and the proposal is still a Bill and not Finance Act.
