there is any amendment is st regarding to payment that service provider or taker will pay 1/4 of total service amount (like in Transport service taker pay 1/4 of st amount)

There is such specific rule. But in case of partial reverse charge, some services are covered under which Service Provider and receiver bears total service in specified proportion. But no rule exist as specified by you
