West Bengal Finance Minister Chandrima Bhattacharya on Wednesday presented the West Bengal Goods and Services Tax (Amendment) Bill, 2024, aligning the state’s GST framework with recommendations ratified by the GST Council. The Bill, passed by a voice vote despite opposition from the BJP, aims to benefit small businesses and strengthen the state’s compliance with the GST Act of 2017.

Key Highlights of the Debate

While tabling the Bill, Bhattacharya emphasized that the amendments were in sync with decisions made by the GST Council, where Bengal plays a significant role. "Our recommendations have been acknowledged and incorporated at the GST Council meetings, which include members from both BJP and non-BJP-ruled states," she said.

Bhattacharya dismissed objections from BJP MLA Biswanath Karak as politically driven. She stated, "The opposition to the Bill seems baseless, especially since the Centre itself has supported the state's recommendations."

The minister reiterated Bengal's influence in shaping national GST policies, adding, "What Bengal recommends today, India adopts tomorrow."

Benefits for Small Businesses

The amendments aim to provide significant relief to micro and small entrepreneurs, facilitating smoother compliance and addressing specific challenges faced by small businesses in the GST regime.

BJP Criticism and Minister's Response

The opposition, led by BJP MLA Karak, criticized the state’s financial management, claiming that every child in Bengal is burdened with debt worth lakhs of crores. Karak also alleged that the ruling party prioritizes revenue from liquor sales over addressing critical economic concerns.

In response, Bhattacharya called the criticism unfounded, highlighting the opposition's tendency to focus on obstruction rather than substance. Referring to the absence of senior BJP MLA and economist Ashok Lahiri during the debate, she remarked, "It would have been better had he participated; perhaps he had no objections to the Bill."

The GST Amendment Bill is aligned with the objective and reasons of the GST Act, 2017, ensuring that the state remains compliant with evolving national tax policies. With its passage, the amendments are expected to streamline processes, foster economic growth, and provide targeted support to small businesses in West Bengal.
