Please let me know if a party deduct tds at diff rate for same nature. how to consider

If a party deducted tax at different rates and gives u certificate under Sec 16A and correctly deposited te tax deducted the same will be shown Form 26AS and u can show the same in your return.
So there will not be any problem for U if tax deducted at source from you.
