Generally companies are providing food vouhers (Sodexho) to their employees. The coupens are said to be non transferable. But it seems that anybody can use the vouchers. So in this case how do we interprete the transferability of the vouchers?? Shouldn't these vouchers be taxable to FBT??

Yes, you are right that these vouchers are non-transferable but in actual practice, we see people uses the food vouchers for others.
These vouchers are non-transferable, means an emplyee cannot tranfer these to other and these vouchers should be used by the person to whom these have been issued.
But in practice, it cannot possible to make sure that who has actually used these vouchers, because hotels/resorts never check that the person using the voucher is real owner of that voucher. They only collect the voucher and give the food.
