Transfer in cs training

12 June 2013 I have completed 8 months CS training out of 1.5yrs training period.
Now i need to take transfer but my present principal did not issuing either NOC to take transfer and nor issuing certificate of completed training.
Please tell me that what to do to take transfer or any other wayout.
