It seems that you have not qualified PCC due to work load at your previous employer and that is why you got transfer.
Might be he was not allowing sufficient leaves for the examination.
At the time of negotiation with the present employer; you thought you will have enough time for studies.
It is also possible that with the present employer; other article clerks are not there.
So it is possible that at the time of decision of transfer all these facts you put on "roof."
Since already most of the training period is over hence you need not worry much.
IN LIFE; WHENEVER WE TAKE WRONG DECISION; WE HAVE TO BEAR THE COST THEREOF.
Have patience.
Emphasis on the materials available in the office. In leisure time; read the books available in the office and take permission from the employer to take those books at home to study in depth.
Ask yourself why such books are necessary in the office which are altogether different from your course material.
IF YOU DESIRE TO LEARN; THERE IS NOT A SINGLE "CIRCUMSTANCE" WHERE YOU CANNOT LEARN ANYTHING.
Analyse the "failure" of your present employer who is engaged in such traditional work. The words "failure" I have used because despite knowing that you can perform better; still he is not in a position to make good use of it.
You may realize that he is not an expert in his work/profession . He has not upgraded his knowledge regularly.
If good books are there in the office but he is not referring it means he is earning well. Try to judge from his living standards also.
Also find deficiencies in the office system as an "Auditor" so that in future you should not commit them. Learn from other's mistake.
Whatever papers come into your hand; try to understand if these are related to work other than normal one.

Agree with expert. Why you have left your previous employer? Your present boss is giving you the work which he can give to you. Be loyal and do hard work. Dont blame others you have chosen your own path. Take right decisions in future. All the best.
