Tds without pan number

Dear Sir
We have an unsecured loan for Rs.460000/- from Last two years and he is not submitting his PAN number. We are deducting TDS @ 20% on Interest amount for Last two years.
Now my query is that how many times we can deduct TDS @ 20% without PAN. Is there any limit of period or transaction.
