is tds u/s 194 C applicable to drivers, gardeners and housekeeping staff employed on daily wages? total payment to each during the year exceeds Rs. 1 lac.
Also, what if the above do not have PAN?

No TDS applicable on such payments as the payment will be considered as salaries and wages, not exceeding the basic exemption limit.
