The IT act has been amended to provide that no TDS is required on payment to transporter if transporter provides PAN. irrespective of amount tax is not required to be dedcted. but if transporter does not provide PAN, tax deduction rate will be 20%.

GRN charges @ 100/=, if levied for 760 Goods Receipts, would be considered as part of freight charges only and thus no TDS thereon; For any other logical answer, you better describe what is GRN ?
