Dear Sir/ madam,
We have sold goods to govt. based on a tender received, the govt officer says that they have to deducted TDS on the amount. But as per me no TDS to be deducted on sale of goods. Can u please tell me whether TDS to be deducted on Tender sale of goods.

If it goods only then there are no provision under income tax act to cover it under TDS provisions.
You can simply ask from them under which section they want's to deduct TDS and at which rate?
