Stipend paid to an individual is it eligible payment for deduction of tax means Whether TDS deducted or not on stipend ? also is it necessary to submit Form-16 to him

Excess amount of stipend from basic exemption will be taxable and liable for TDS Deduction. In such case you have to give TDs Certificate to the Deductee.
