Stipend paid to an individual is it eligible payment for deduction of tax means Whether TDS deducted or not on stipend ? also is it necessary to submit Form-16 to him

No TDS to be deducted on stipend.
Stipend and salary are not same. So question of form16 does not arise.

Excess amount of stipend from basic exemption will be taxable and liable for TDS Deduction. In such case you have to give TDs Certificate to the Deductee.
