TAX DEDUCTION AT SOURCE

Our contractors do not have a PAN neither do they show any interest in obtaining PAN. At what rate should we deduct tax?I heard somtime back that dere was a circular wich stated that non furnishing of PAN would result in deducting TDS at 30%.
