Salary to dubai employee through subsidiary

My company create a subsidiary in Dubai,Currently Indian holding company transfer amount to Dubai Subsidiary and than from Dubai Subsidiary provide Salary to employee.
Amount transfer from Indian holding company shown as Loan.
I want to know treatment of transfer of Salary proper/ Loan proper or not.
Previously salary directly transfer from Indian holding company.

In my opinion loan proper as paying salary from India attract secondment provision, create confusion about taxability,
