Section 3 of the Central Act includes a simple provision which clearly states that all citizens have a right to information.
The provisions of the Central reflect the fact that the Supreme Court of India has recognised on a number of occasions that the right to information is a fundamental right under the Constitution. Unfortunately, the Central Act as well as the existing State Acts, limit access only to a "citizen" of India, which means that foreign residents, refugees and travellers are all barred from using the law to access information.

thanx Mr. rakesh 4 ur reply but my query not solved sec 209A of companies act 1956 prohibits outsiders to inspect books of accounts. books of account and other books and papers of every company shall be open to inspection during business hours - (i) by the Registrar, or 1[(ii) by such officer of the Government as may be authorised by the Central Government in this behalf, (iii) by such officers of the Securities and Exchange Board of India as may be authorised by it. so if the person is "citizen of india" can he demand for books of accounts under RTI act
