depends on the form. For ITR-1 and ITR4S, color printing is necessary. you may refer to print instructions issued by Income-tax department.

Mr. Nikhil, we are practicing from Bangalore.
We already submitted ITR-1 in Bangalore jurisdiction and udupi, Karnataka jurisdiction, in black & white print out only, and department accepted and assessment already completed successfully.
As per your CBDT print specification (as your attachment), colour print-out is only advisable and mandatory.
Well we here in Mumbai tend to practice only as per the rules prescribed by the Income-tax department.
The instructions are clear on the color of the form. Now if the bangalore tax office accepts the black and white form, it is considerate on their part but nevertheless doesn't change the rules.

oh man. lets check where the word advisable is used:
Taxpayers can also download the forms from the website and print using a color printer on an A4 size white paper. It is advisable for taxpayer to set the properties in printing options to “fit to page” and print the forms on a good quality white paper.
The tax payer has been advised to set properties to "fit to page"
Please read it again. I don't think with regards to color printing there is any advise being given!
