Procedure to file complaint about tds deducted but not paid

06 January 2016 I wanted to know,

1) what is the procedure to file complaint against a company who have deducted TDS on interest but not paid to GOVT.??
2) Who is the competent authority to file complaint with?
3) What documentary evidence need to be available?

File the complaint with the income tax department.
File a complaint with the inspector of income tax, Joint commissioner and commissioner simultaneously.
