10 January 2022 MY 10 % GST REFUND IS PENDING , IS IT DUE TO NON SUBMISSTION OF PMT 03 AND HOW TO FILE IT BECAUSE NOT FLLING OF APPEAL BUTTON IS INACTIVE

10 July 2024 If your GST refund is pending, it could indeed be due to various reasons, including non-submission of PMT-03 or other compliance issues. Here’s how you can proceed to file PMT-03 and address the issue:

1. **Verify Reason for Pending Refund**: First, you should verify the exact reason for the pending GST refund. This information is typically available on the GST portal under the Refunds section or through your GST consultant.

2. **Submission of PMT-03**: PMT-03 is used to adjust tax liabilities for excess amount paid either in cash or through credit, and it's crucial for GST refund processing. If PMT-03 needs to be filed, follow these steps:

- Log in to the GST portal (https://www.gst.gov.in/).
- Navigate to the 'Services' > 'Returns' > 'File Return' section.
- Select the appropriate financial year and tax period for which PMT-03 needs to be filed.
- Fill in the required details accurately. PMT-03 allows you to adjust excess tax paid against your GST liability or claim refund.

3. **Filing PMT-03 Procedure**:

- Enter the excess amount of GST paid that you are seeking as a refund.
- Verify all details before submitting PMT-03. Ensure accuracy in GSTIN, period, and amount.
- After submission, you will receive an ARN (Acknowledgement Reference Number) confirming the submission of PMT-03.

4. **Appeal Process (if required)**:

- If the 'File Appeal' button is inactive or not applicable, check if there are other steps needed before filing an appeal.
- Appeals in GST are filed through the GST portal under the 'Services' > 'User Services' > 'My Applications' section.
- Ensure all required documents and information are ready before filing an appeal.
- Follow the appeal process as outlined on the GST portal or seek guidance from a GST practitioner.

5. **Follow-up on Refund Status**: After filing PMT-03 or addressing any compliance issues, monitor the status of your refund application on the GST portal. Refund processing time can vary, and the status updates are crucial for tracking progress.

If you encounter any specific issues or find it challenging to navigate the GST portal, consider seeking assistance from a GST professional or consultant who can guide you through the process based on your individual circumstances.
