Is there any provision under any law which debare a comapany to pay different amount of HRA to different employee living in the same city?
Secondly if a company has given a car to an employee for which every expenses of car is born by the company, can company still pay that employee an conveyance allowance as part of salary

First Neither Labour law there nor Incometax Act provide any limitation to pay HRA. So A Comapny can pay different HRA in same City to different employees as per its Human resource policy or Management Approval.
It may vary according to the Status and Position of Employee.
Second Car is a Perquisite and Conveyance is an allowance. Hence both can be paid simultaneously, again it depends on management Policy.
