The only wayout for claiming the consultancy fees by any professional which the client is not ready to pay or which is disputed, is to go for a civil suit in the court of law for recovery.
In case you receive any legal notice through an advocate from your C.A dont forget to reply the same through your councel narrating therein the true facts from your side as it will help in the later stage of litigation
Allthough I understand that nobody would like to get involved in any litigation. But the same will also be the case with the C.A who is claiming excessive fees from you, he will also have to take the botheration of filling the litigation if he wants to claim his so called excessive fees.
If the facts narrated above are true you need not to worry you will be met with justice in the court of law.

As suggested by Expert Amit and as appearing from your statement he would not be able to rightly claim anything by filing a legal claim as there no letter of engagement from you.
Moreover it appears that there is no proof of any consultancy service on his part as your income tax return does not require name of the CA ( as your nature of income suggests).
You can also obtain the copy of ITR filed from Income tax website ( if filed electronically) and/or from your concerned Income Tax office.
I would suggest you to talk to your CA and to offer him the normal fees ( do some survey from your friends).
