We have done the GST Migration and what is the procedure to obtain the decentralised GST registration in other states?

Sir, GST has not yet implemented. So you have to wait for taking GST Registration. As of now, only Migration of existing registration is being done.

You'll get a provisional id and password from the state tax department where you are already registered. Use that detail to register under the specific state for GST purposes
