Mr. A is in delhi provide services in india on behalf of US Co. and get payment from U. S Company Mr. A gives bill to US Co. with GST Is that consider as export or not ??

Service provided in India and service receiver is Indian person service provider is only US co. Hence it will not fall under export of service.
