Are all minutes of the company required to be filied with the ROC ? this Includes minutes of first board meeting, first AGM etc. if not then which resolutions are to be filed?

There is no provision on Companies Act 2013, which requires to file minutes with ROC.

Filing of form MGT.14 is mandated by section 117 of the Companies Act, 2013. Section 117(2), prescribe the penalty for non-filing of form MGT.14.
As per Section 117(2), if a company fails to file the resolution or the agreement under sub-section (1) before the expiry of the period specified under section 403 with additional fee, the company shall be punishable with fine which shall not be less than five lakh rupees but which may extend to twenty-five lakh rupees and every officer of the company who is in default, including liquidator of the company, if any, shall be punishable with fine which shall not be less than one lakh rupees but which may extend to five lakh rupees.

I have one more doubt. Please help me with this:A Company incorporated on 04/12/2013 has not yet filed form PAS-3 which is for return of allotment. whether it can be filed now?

As per my opinion and settled practice for subscription of shares there is no need to file allotment e form. Reason being there is no formal allotment involve in incorporation of a company.

Actually the problem is that directors of the company have made various payments in cash and to account the same i thought of taking them as share application money so thought of filing the share allotment return? can i introduce the amount they spent in such way?
