Yes DSC is mandatory if total income exceeds Rs 60L.

Yes, but is safe to sign with DSC. Coz u will get ITR-V signed by one of the partner and send it to the IT dept. It will result in delay in processing. But by DSC it is secure and the process will done rapidly.
