Why Credit of CST is not allowed as input Credit on goods or capital goods purchased from outside state?

Every state wants the dealers to buy the product within the state and sell within the state, so that the revenue is generated for the particular state. Hence for interstate purchase of inputs and capital goods the ITC is not allowed. But in GST (expected), this is considered.
