I am a composite dealer and registered for GST for my business. Further I am receiving a rental income.. Do I need to charge GST nd at what rate
Further if I move to normal taxpayer then what would be the consequences.

Yes,you have to pay composition rate on rental income too.If you convert to regular tax payer then you can avail ITC and charge full GST rate on your business and rental income.
