Can a loss making co apply for lower tds deduction

Dear All,
I have one query. One of our client is a loss making co, although the TDS deducted by their customers is huge appx 3 crs. Please let me know whether the co can apply for the Lower deduction of TDS certificate. Also let me know the procedure for the same

Yes it can apply in form no. 13 for lower deuction.
